Child, Adolescent and Family Psychiatry

A graduate of Harvard College, Cambridge, MA, Dr. Hall earned an MD degree from the University of Washington School of Medicine, where he also interned in Medicine Psychiatry, served a Psychiatric Residency and held a Fellowship in Child Psychiatry. He was named Chief Resident in Child Psychiatry and received a citation for Clinical Excellence from the UW residency program. Dr. Hall is board eligible in adult and child psychiatry.

Jocelyn Palmer completed her Masters in Social Work at the University of Washington School of Social Work in 1998. She is licensed as an Independent Clinical Social Worker and holds a certification from the Academy of Certified Social Workers. Jocelyn has worked in the mental health field since 1988 and has experiences working with children, adolescents, families, adults with chronic mental illness and cross cultural counseling. She is a member of the National Association of Social Workers.

Psychiatric Nurse Practitioner

Jeri Rudolf received a Bachelors of Science degree in Nursing from Minot State University, Minot, ND and a Master of Nursing from Montana State University, Bozeman, MT. She is licensed to practice as an advanced practice nurse with prescriptive authority in Washington and New Mexico, and has earned certification as a family psychiatric mental health practitioner from the American Nurses Credentialing Center. Prior to joining Island Hospital, Rudolf provided psychiatric services at Presbeterian Medical Services, Valley Community Health Center, Espanola, NM. She is a member of the American Psychiatric Nurses Association, the American Nurses Association and the National Alliance on Mental Illness.

Suzanne Staum LMHC, NCC

Suzanne Staum completed her Masters in Counseling Psychology at City University of Seattle. She is a licensed Mental Health Counselor and has experience working with children, adolescents, families and adults. Suzanne oversees a partnership between Island Hospital and the Anacortes School District providing weekly therapy to students referred by the Anacortes School District. Suzanne is a member of the Washington Mental Health Counselors Association and the American Mental Health Counselors Association..
Jacynda Wheeler DO 
Jacynda Wheeler DO

Dr. Wheeler received her Bachelor’s Degree in Biology, graduating cum laude, from the University of Washington (UW), Seattle, in 2005. In 2013, Dr. Wheeler began her postgraduate training with a Psychiatry internship at the University of New Mexico, Albuquerque. She completed her residency at UW and, for the last year, served simultaneously as the Psychiatry Chief Resident at the VA Puget Sound Health Care System. She participated in the integrated care track to receive training in UW’s Collaborative Care model, which partners with primary care to improve access to quality mental health care. Dr. Wheeler is a member of the International Society for Sports Psychiatry, American Psychiatric Association and the Washington State Psychiatric Association.
